Governance means many things to many minds because of its scale of operation (country/company/organization). At Resources Himalaya, it is a matter of delicate balance between Decision – Making (power) and Program Activities (money). When judgmental balance is lost in a society, governance may deteriorate in many ill forms. Wrong decisions unregulated) and unmonitored program activities (unaudited funds) have a high probability of institutional abuse in the government and nongovernmental sectors. We have seen too many examples. Keeping such in mind, the Foundation has a governing board which makes decisions. As per the Foundation regulations, all board members including the Chairperson, are non-salaried and work without any perks.
Resources Himalaya continues to explore avenues of institutional sustainability, growth and credibility. The executive staff with salary, have the full responsibility to execute all program activities which are prescribed though annual budget planning. Therefore, the executive office can not make independent decisions.
Our book keeping (fund accountability) is audited annually. The audited annual spending of the Foundation, are printed for distribution and also, posted on the web for public scrutiny.Resources Himalaya firmly believes in "Right to Information." Therefore, it has maintained transparency in its budgetary expenses.Remarkably, our adminstrative cost has been less than 11% of the total annual budget.
These efforts to maintain credibility and transparency, have brought open recognition to the Foundation as one of the outstanding institutions within and outside the Himalaya. The Foundation hopes all NGOs in the Himalaya soon will practice this acceptable mode of transparency to build self reliance, institutional strength, regional credibility and donor support.
